New Policy – Indonesian Association of Free Nutritious Meal Kitchen Entrepreneurs and Managers (APPMBGGI) has formally requested the National Nutrition Agency (BGN) to strengthen its consultation mechanisms with implementing partners before establishing strategic policies that directly affect the operations of the Free Nutritious Meal Program (MBG). This request emphasizes the need for collaborative decision-making processes that consider the practical realities faced by businesses already invested in the program. The association believes that involving kitchen operators and managers from the beginning will create more effective and sustainable policy outcomes for all stakeholders involved in this national nutrition initiative.
Pentingnya Dialog Sejak Tahap Perencanaan
Abdul Rivai Ras, who serves as the General Chairman of APPMBGI, highlighted that involving partners from the policy formulation stage is crucial. He explained that this approach ensures every decision considers field implementation readiness, supply chain sustainability, and the impact on business actors who have already committed resources to the program. According to Abdul, who made this statement on Wednesday, July 15, 2026, the government’s evaluation of MBG implementation is a natural process for a national-scale program. However, he emphasized that this process should provide certainty, clear direction, and adequate dialogue space for all implementing partners.

Kepastian Waktu Verifikasi SPPG
Beyond encouraging more intensive consultations, APPMBGI also highlighted the importance of timeline certainty in the verification and operationalization process of Nutrition Fulfillment Service Units (SPPG) that have met all requirements. This recommendation represents one of five governance improvement proposals submitted by the association to BGN. The association noted that unclear timelines create operational challenges for kitchen operators who need to plan their daily activities and resource allocation accordingly.
“Providing certainty of time for the verification and operationalization process of SPPG that has met the requirements,” he added, emphasizing that operational clarity is essential for businesses to plan their activities effectively. The association also proposed establishing regular consultation forums, conducting joint evaluations of policy implementation in the field, developing consistent operational standards, and creating a more responsive communication system for addressing regional issues.
Mendukung Pengawasan dengan Transparansi
APPMBGGI expressed its support for the government’s efforts to strengthen oversight and accountability in MBG implementation. However, the association stressed that the improvement process should be carried out in a measured, transparent, and communicative manner to avoid creating uncertainty for partners who have already complied with regulations. This position comes amid concerns from some partners who feel unfairly blamed as the main culprits when food poisoning incidents occur.
Several BGN partners have even threatened to implement national kitchen locking mechanisms if such situations continue without proper consideration of shared responsibilities. The association’s recommendations aim to ensure that policy implementation at the field level remains smooth, transparent, and communicative for all business actors involved in the program. By strengthening these mechanisms, both the government and implementing partners can work together more effectively to achieve the program’s objectives while maintaining business sustainability.
As the MBG program continues to expand across Indonesia, the relationship between BGN and its implementing partners becomes increasingly important. The association’s five recommendations represent a comprehensive approach to improving governance while ensuring that the voices of those directly affected by policy decisions are heard and considered in the decision-making process. This collaborative approach under the New Policy framework will help build trust and long-term partnership between government agencies and kitchen operators nationwide.
